Who We're Looking For
The City of Beverly Hills is seeking a highly skilled and experienced Parking Services Manager who thrives in a dynamic, high-visibility urban environment and possesses a deep understanding of modern parking operations, technology, and revenue management. The ideal candidate will bring a strong background in municipal parking administration, with the ability to plan, direct, and coordinate comprehensive parking programs including City-owned facilities, metered parking, and curb management. This individual will lead a team of supervisory, professional, and technical staff, manage operational programs, and ensure that parking services align with applicable local, state, and federal requirements including the California Vehicle Code, ADA, and the City's Municipal Code.
The ideal candidate is a data-driven decision-maker and natural leader who leverages parking utilization metrics, occupancy data, and emerging technology — including PARCS platforms, license plate recognition systems, mobile payment applications, and real-time wayfinding — to enhance the customer experience and optimize resources. They will demonstrate sound fiscal judgment in managing operating budgets, preparing financial analyses, and overseeing procurement and contract administration. This individual should be an exceptional communicator, equally comfortable presenting to the City Council, Traffic and Parking Commission, and community stakeholders as they are mentoring staff and resolving day-to-day operational challenges. Certification as a Parking, Transportation & Mobility Professional (PTMP), formerly known as Certified Administrator of Public Parking (CAPP), from the International Parking & Mobility Institute (IPMI) is desired.
This position may be eligible for a hybrid telecommuting schedule after an initial training period established by the department upon hire. All scheduling is based on operational need and department approval and is subject to change at any time.
