The City of Oxnard's Human Resources Department is seeking a Learning & Development Analyst to join its Learning & Development Team.
The ideal candidate will have demonstrated experience designing and facilitating training for adult learners in a professional setting, strong analytical and problem-solving skills, and the ability to collaborate across departments and communicate effectively with employees at all levels.
The Learning & Development team strengthens organizational effectiveness by supporting more than 1,800 employees across 12 municipal departments through training, performance management, and employee engagement programs. In partnership with Human Resources and City leadership, the team ensures training is in alignment with citywide priorities and promotes a culture of continuous learning.
WHAT YOU’LL DO:
Facilitate high-quality training sessions for groups of employees, managing the classroom environment to ensure effective learning.
Design and develop learning experiences across multiple modalities, including instructor-led (in-person and online), on-demand courses, microlearning, and job aids.
Assess skill gaps, measure training effectiveness, and analyze learning data to improve programs and inform decisions.
Collaborate with the Learning & Development team to implement solutions-based leadership development strategies, including supervisor training, mentoring programs, and succession planning.
Manage the City’s centralized Learning Management System (LMS), provide technical support to employees, and assist with the annual performance evaluation process.
Apply independent judgment and professional analysis to resolve issues, recommend solutions, and improve program effectiveness.
Support program administration, outreach, and financial tracking related to Learning & Development initiatives.
WORK SCHEDULE: The normal workweek is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either dependent on each position which is primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
NOTE:
Effective the first full pay period of July 2026, the salary range for the Administrative Services Analyst positions will increase by 3%. The new range will be $78,196.73 - $128,171.23 annually.
Essential Functions This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
Performs professional financial, managerial and/or operational analysis work and/or provides program coordination and administration of assigned area.
Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.
Gathers information, analyzes data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, marketing materials and databases; provides recommendations and implements solutions in support of assigned area.
Provides analytical support and coordination of special projects, as assigned.
Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
Positions assigned to human resources may be responsible for:
Providing advice and consultation to managers and supervisors;
Performing special projects;
Conducting research, analyzing data and preparing reports and recommendations;
Coordinating human resources processes such as recruitment and selection, classification and compensation, position control system management, workers’ compensation and safety, absence management and the reasonable accommodation process;
Ensuring implementation of policies and procedures;
Processing and managing workers’ compensation claims and modified duty assignments;
Providing assistance with legal processes;
Providing support for safety training and meetings;
Processing disability retirement applications.
Requirements
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION AND EXPERIENCE:
Associate’s degree (or 60 units working towards a Bachelor’s Degree) in business administration, finance, accounting or a related field, and four (4) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or an Administrative Services Specialist, Senior with the City of Oxnard in area of assignment; OR
Bachelor’s degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.
NOTE: Depending on assignment, some positions may require a Bachelor’s degree and may not substitute for an Associate’s.
OTHER REQUIREMENTS:
Must be able to speak and understand English to effectively communicate with fellow employees, customers and vendors
HIGHLY DESIRED QUALIFICATIONS:
Local government or public sector experience
Experience with LMS platforms and learning technologies (e.g., Articulate)
Bilingual in Spanish
